We wish to create a customisable solution for a community project in Ireland called "Tidy Towns". Hundreds of towns in Ireland participate each year in a competition aimed at making their communities better under a range of headings.
We wish to create a tool which will allow communities to prepare their application for this competition. They will need to be able to return to our site and be able to edit their application.
The solution would be a dynamic form, which can be re-edited at any time, and it would sit within an existing wordpress site. Any number of instances of this form can be created and customised.

Here is what I have started in Zoho Creator

We have built a simple version of the final tool in Zoho Creator, but we wish to build the application outside of Zoho, as a custom tool.
General Format:
- Cover Page: Logo + name of community etc (Rich Text Editor)
- Table of Contents: (are page numbers possible?)
- Section 1: (About You) ...... this is standard info like contact details and admin style info. This is on the form
- The report is divided into the 8 more descript sections
- The first section, "[login to view URL] Involvement & Planning" has 7 sub-questions associated with it.
- The remaining 7 sections have the same format. Introduction text and then a table of relevant projects

2. Built Environment & Streetscape (50 marks)
3. Landscaping & Open Spaces (50 marks)
4. Wildlife, Habitats & Natural Amenities (50 marks)
5. Tidiness & Litter Control (90 marks)
6. Sustainable Waste & Resource Management (50 marks)
7. Residential Streets & Housing Areas (50 marks)
8. Approach Roads, Streets & Lanes (50 marks).
Notes
- Can we create page breaks in the document ?
- If it were possible, it would be nice to have preset content in the rich text editor fields outlined above, is this possible?

Having delivered multiple such projects recently, I believe MachForms or GravityForms will be most suitable for your purpose. However, if you feel that either of these applications are not suitable for your requirements, then I'll be happy to develop a custom application for this purpose. What's more, we can also add a sub-project to automatically generate a PDF from the form entries.
