Wordpress Website on Google App Engine

I need an really nice looking website for my software company. The website should be hosted on Google Appp Engine. I don't care if its a Wordpress/CMS website. All I care about is that it should be manageable and really attractive. The website should have following features: 1) Simple page: Home, Contact Us, About Us pages etc. 2) "Create Project" page. Client should be able to create a project, mention its description, attach files, mention project budget (or range of budget), skills needed for the project. The client should be able to view projects created by other clients too. 3) We (company) will be creating a project breakdown. And the progress of the project should be displayed by a progress bar. This progress should be visible to other clients too. Completed project should be automatically be moved to Portfolio's section, where the description of the project should appear, along with its project breakdowns and its project budget. We should be able to put an image or video for display in Portfolio for each project. 4) Payment system. The client should be able to make payments through Paypal, Google Wallet, NEFT etc. (we can discuss this in detail) 5) Stress is on the beauty of the website. The website should be appealing, and attractive. This project is for a trusted client. No payments or milestones will be made until after the project is done, tested and when the client is happy with it. Whoever bids $200 or less will be hired immediately.
