Wordpress based Web application development for jobs posting and hire

I would like to hire a freelance developer to develop my web site. Website will enable employers to post job openings and contractors can submit their quotations. Employer can see all the quotations and short list them for further communication with the contractors. Once employer hire a contractor, employer will be prompted make a commission payment based on the value agreed with the contractor. Then contractor can start working on the project. Employer and contractor can update all project related files, notes , details until the project is completed. Once project is completed, employer can rate contractor's work depend on the skill metric. Also contractor can rate he employer depend on a given rating criteria. Both employers and contractors should have menu driven area to manage their work Functionality for employer: Post/edit jobs View proposals shortlist proposals and select make payments private messages (inbox, outbox etc) rate contractors work add/edit profiles upload files for posted jobs and messages view in progress work, completed work etc mail should be changed if job status is changed Functionality for contractors: maintain profile upload files private messages (inbox,outbox) Update project progress rate employer see work in progress, completed see earnings mails should be sent to employer when status of job changes Important: It is good if you can use same user table in wordpress to keep login info all validations should be done in client side, when required ajax should be used Data specification : i will provide ER diagram and table structure Above is the basic description of the project and if you need further information please contact me.
