Java app for a 3G enabled mobile phone to find the phone's location and upload it to a web server at regular intervals.
Location should be found using *3G location-based technology*
and then uploaded to a web server with a simple GET url such as [login to view URL]
I affirm under penalty of perjury that the program I am requesting will not be used for any malicious/illegal purpose such as tracking users without their prior authorization.
In fact the design is such that a user can only be tracked if he/she explicitly enables it on their phone.

Would you be prepared to build a small prototype, just to demonstrate your ability? Just find the location and display it on the phone screen. It does not have to be pretty, it should just display the lat and long as text on the screen. If you are prepared to do the prototype we can proceed after that.

It is important to note that this application should use the location information available on 3G / UMTS devices - NOT just devices with gps receivers built in. It should work on ANY 3G mobile phone, not just ones with gps receivers. According to the standards any 3G phone can find it's location from the 3G network even without a gps receiver. Example: the Nokia E70 does not have gps built in but can display it's position on a map.
