PDF not displaying first page correctly on iPad

We got some PDFs made by splitting a bigger PDF. e.g. [login to view URL] Now some of the new PDFs don't display correctly on iPad (Chrome or Safari). Body text of page 1 is not showing, but Page 2 is OK. Headers and footers OK on both. e.g. [login to view URL] Some others are OK e.g. [login to view URL] [These are exam paper marking schemes, drawn from the original PDF, so the above 2 are pulled from approximately half way down the document i.e. Paper 2 Question 1 and Question 2] Is this a syntax error? How do we fix this? Is there a software that we can use to re-render these correctly?

Having worked at Adobe Systems from past 2 years on PDF rendering and printing. As PDF document format is sole proprietary of Adobe Systems, I can get this done for sure. I can suggest you tools to edit/split PDF document but that my need you to buy license of Acrobat DC.
