Write an Android application

Hi, We are Looking for a Mobile App based on our website Model but few customized Tweaks and modules pertaining to buyer profile management and messaging system between buyers and sellers. Also We shall require the UI to be developed uniquely and in an attractive way. Creation and Publishing on Play store will be required, with quality assurance of functionality on multiple devices and crash free results. App should be designed in such a way that makes it easy for buyers to manage, sellers to sell through the app easily. To be more precise we are looking for competitive pricing and have already shortlisted couple of developers for this job, Our budget is fixed between 300 to 400$ Max, for which we have already mentioned the range. The reason we are hunting still is as we seek someone who can do it even better. Pricing budgets are fixed and beyond that bids wont be considered. So please be clear and then bid.
