Looking for experienced programmer to create a GPS tracking app for iOS and Android

We are looking to develop an app on iOS and Android that allows an organizer to track the GPS location of the mobile phones and/or tablets being carried by persons doing business for the organizer’s company. Our vision is similar in concept to Life360 where individuals or predetermined groups can be tracked via smartphone or tablet. We envision the organizer being able to view a map on their desktop browser and to see the icons moving around in real time on the map. The app is used for tracking the mobile user in real time and for receiving messages from the organizer. The browser functionality should work as follows:  Organizer can create multiple groups and organizer will set the finite time for each tracking session (Example 8am to 5pm, 8hrs, etc.). Information of person being tracked shall include Company name, name of person and ID number, however only name will appear on screen. Double click or tap to see all information. -the organizer should have the ability to send GPS tracking requests to users of the app via text/SMS messaging. If app is not installed on device then link to app in app store. -the organizer should have the ability to create multiple groups. -the organizer should be able to create multiple polygon geofences, where the system tracks when a user enters and exits a specific area -the organizer should be able to see "tracks" for where a mobile device has travelled throughout the course of the day, ideally being able to see where a device was at a specific time (11:30am on Monday, for example) -those tracks should be archived for a period of time (example: 30 days) -at the end of each tracking session a report shall be generated and emailed to the organizer which will include the time each person started the session, each time a person being tracked entered and exited a geofence, and when the person exited the tracking session. Example: "User 1 started being tracked at 8:30am, entered geofence 1 at 9:45am, exited geofence 1 at 10:15am, and stopped tracking at 10:45am" -the organizer should be able to send messages to the invitees once they are being tracked. They should have options to send messages to a specific user or to the whole group being tracked. App functionality should work as follows:  -user shall be able to see name of company, name of person & phone number of organizer (Tap of phone number to initiate call) -user being tracked should also be able to see the other tracked icons on his/her device but NOT the identity of that person by default. Organizer should have option of allowing all people being tracked in this group to view identity of other tracked people in that group. If visibility is permitted user shall have ability to tap phone number to initiate call. -user shall have ability to receive in app message notification from organizer -user shall option to turn off tracking, leave tracking session
