Hire now Android Background service with 2 API calls fixing needed

Budget 50$,Minimum of 10 years in Android app development is needed and tremendous experience with background services is must. 1)Background service for 24X7 should be running. 2)Call 2 webservices 24X7 with 5 seconds delay. 3)Code is running but API calls fail and crashes the app sometimes and does not restart service nor call webservices ,it should restart calling webservices after any crash [login to view URL] OS is stopping then you can suggest which mobile brand can run 24X7. 4)Change of internet from wifi to 4 G or 4G to wifi ,stops API calls. You have to fix EXISTING code to make a perfect solution for 24X7 background services with API calls in background,this should never crash or fail,it should work in all mobiles. 5)Bit bucket account is needed,you have to know git . Note:Serious developers who can fix this issue is preferable,code should be submitted so that we test and release if it runs as per job description 24 X 7 with 2 webservice calls. Purpose is to push few parameters(lat,long,battery levels) to server and server responds to some changes and process/execute in the app .Want some best/robust solution to pull and push data continuously.
