I and group of friendly 3d artists already have a similar project (but we plan the multiplayer ) in progress and looking for investors. Right now we are developing it in our free time, but did the REALISTIC estimation of the total project: it is up to 6 months and around of $20,000 Too much for us so we plan to implement the project as the several published games with incremental adding of features and using the money made at the previous game for the next game Your current budget is unrealistic if you plan a kind of mix of Ingress + Pokemon GO, but planned by us game is much simpler. We also plan to develop this games (several games based on same sources) for 4 kinds of devices: usual mobile devices without the support of ARCore/ARKit, mobile devices with support ARKit/ARCore, AR Box, VR version for Google cardboard.
