Hi, I am a PHD student working on nlp and machine. I also work with banks and hospitals, so I think i have some experience in fraud detection. 1. For fraud detection, or outliners, clustering is good, but sometimes it has low precision. I personally like use multi-classifiers to get the distribution of your data, some traditional data mining methods are also good. 2. Yes I use GitHub. 3. 20$ per hour and prefer 2-4 hour one day, plus I can also give consulting.
