SEO link builder to create 20 links

I am a SEO who is looking for a link builder to help with my work load, I know SEO extremely well so please only good link builders should apply. The link builder will need to create 20 links and only creating 2 a day. Therefore this initial work will take 10 days.
Each link will be checked by me to ensure they fit within the guidelines below, any links that are outside of these guidelines will not be counted and will need to be replaced. In your bid please explain how/where you will be getting these links, if you don't know how you are going to build the links then please do not bid.
At the end of each day I will require an email with the URLs of the links.
Guidelines:
- All links must be PR2 or higher and are permanent, static HTML and one way. If the link is more than PR2 you will get a bonus.
- I will need to approve the website before your place the link.
- Links must be do-follow, come from different domains on different C-Class IP addresses (I will check).
- There must not be more than 100 out-bound links on the page.
- Links must contain the supplied anchor text and titles.
- All links must be search engine friendly, therefore no redirects, meta-refresh, javascripts, cloaking, frames, no hidden links, no rel="nofollow" tag, no meta tag content="noindex, nofollow" or [url removed, login to view] excluded link pages.
- All links must be visible, readable & indexable.
- Link page must be static and no more than 2 clicks away from the homepage.
- No use of automated software of any kind.
- Links can not be from blog comments, article directories, link farms, forums, blog farms, classifieds, directories, social bookmarks, profiles of social sites, spam sites, link directories, link farms, link exchange, guest books, web rings, gambling, dating, x-rated adult, violence, sex, hatred, hacker, FFA's, Blogs, dynamic links, directory submissions, blacklist/banned sites from Google or by using any other spamming method, no ping sites, no links within newsgroups, yahoo groups etc.
- Links must be on English language sites only.
- Absolutely no black hat or Grey hat tactics. We require white hat techniques only.
All links must be indexed and fall within these guidelines before payment is made. I will check every aspect of these guidelines on every link.
If the work is good I will offer more work soon after.
