charts website based on data from multiple Crypto Exchanges

I need help creating a charting website that would pull bid and ask data every 30 seconds or so from 5 major exchanges(bitfinex, binance, okex, huobi and hitBTC) via APIs (REST or Websocket) store the values in a local database and display the sum total of bids and asks sizes within 1% and/or 0.5% of the current price on different time frames (just like on the picture provided), so the “Order book over time”. But the chart needs to be interactive, best case scenario just like Tradingview charts, but any basic scrolling chart with multiple time frames will do too. So really it is a historical view of the market makers building their positions and trying to push the market one way or the other. Which of course could be very helpful for scaling and swing trading. The idea is “borrowed” from the [login to view URL] site. I would like to expand on this idea and add data from exchanges (combined on one graph and for each individual exchange) with the most volume traded for ETH/USD, BTC/USD and EOS/USD and several other alts what are mostly traded on Binance, like NANO/BTC, ONT/BTC and BNB/BTC. Also Huobi token on the Huobi exchange. Finally it would be nice to have sound alarms and email alerts set to go off if the difference between sums of Bids and Asks reaches a certain threshold, indicating strong buying or selling pressure.
