Windows Form - Email

The skills listed require the bidder to help create a layout using Visual Studio 2015 by creating a Windows Form that allows a user to submit ideas to an email address. Key Points: 1. Needs to be handled to a user doesn't just keep pressing submit and spams my email 2. Implement some sort of security feature like CAPTCHA 3. Must be all handled within VB.NET and not linked to some website 4. All coding must be well documented 5. Not interested in any GPL or other free projects that have email, this has to be your own work, if you use someone else's work, don't state that you wrote it. I've done my own homework and had a look at a lot of different solutions and projects and have come to the conclusion I need someone else to write the basic back end and the front UI. The front UI can be easily done by just using the UI labels within VS2015 simple drag and drop, double clicking the label and adding the code. I am looking for someone who is well intune with Visual Studio .NET as if you're picked to help out with this I will highly recommend you for future projects and ideas. Thank you
