Modern, Responsive Redesign for Web Application Page

We are looking for an experienced designer/developer to create a new look and feel for our outdated web application page. The end result should be responsive. We can provide the existing HTML/CSS and assets from the current page and are looking for someone who can provide the redesigned HTML/CSS and any assets/scripts used in the new design. The current page is effectively an intranet that emulates icons as links to other resources (similar to a phone or tablet with apps tiled on the screen). The navigation bar itself has "links" that don't go anywhere directly but have little counters around them in red boxes that actually link to various other pages (e.g. to messages or tickets assigned to you/submitted by you). It also offers a search feature. We're looking to retain the same functionality but it can be presented or rendered in a more modern way. The idea is that this should be the landing page for the web app and allows users to access all relevant information from this single screen without having to monitor other pages.
