Build a Website Administration panel from a template

I have a template ready for a website. Based on this template, the following work is required: Work required: Build an administration back-end for the template which has to accomplish the following tasks in addition to the usual administration tasks: 1. Levels of Administration area access: Admin, Sub-Admin and User. The privileges of each level to be set by the Admin. Admin will have all privileges across the website. 2. Ability to create new internal pages dynamically and define the layout and contents of the different sections of the page like header, menu, sidebars, main content, footer etc. There should be a section where the user will be allowed to define the details of the meta tags (like description, keywords etc) to be used in each page for the purpose of SEO. 3. Ability to choose a CSS file to replace the default CSS, in order to apply new themes on the website. 4. On each page there should be a WYSIWYG control for entering content so that the user can apply different effects to the text. The control should also have the function to automatically upload an image (which is inserted into the text content) to the server instead of asking separately to upload and then asking for the path to the uploaded image. 5. Admin should be able to define which users are able to modify which sections of a page. 6. Admin should also be able to define whether a user can create, delete or perform any other action on a page. 7. There also should be a section to include any new scripts and their corresponding files to the website and its internal pages, wherever they are required. NOTE: 1. No third-party plugins to be used. 2. No links to externally located scripts to be used. 3. Only PHP, javascript and MySQL to be used in developing this administration panel. 4. More minor requirements may be required while the work is in progress. These will have to be included along with. I will hold interviews before awarding the project. I have more projects also, so if you are hired on this one and give me the solution according to my requirements, I will not hesitate to award more projects.
