Build a VPN comparison website (WordPress)

This project is for a VPN comparison/review website that will list the top 10 VPN providers for China. The url is sinovpn dot com; Basically on the home page there will be a table similar to the one at [login to view URL] where we rank the best 10 VPN for the Chinese market. There will be content below the table. Potential additions to that table are:
1) A column for ranking, one for Changes (up/down button to simulate change of ranking from previous month)
2) Table needs to be responsive so that when clicking on a certain provider there is a dropdown where we can list some key features of the providers (examples of features are available at [login to view URL])
Apart from the home page, there will be a "China VPN News" section where we can post news later on through wordpress. The latest news should also appear on homepage.
Maxium budget for this project is USD200 and it would be preferable that you have done a similar (VPN/hosting etc.) review site so that you do not have to start from scratch.
We need a responsive website that will load fine on all browsers and on mobile.
