I am looking to have a versatile mobile/tab/ipad and in some instances a base application to be built. I want to be able to customize the features by being able to add and remove functionality by using a gui, also to change look.

Including the functions below I want to be able to send txt/sms world wide free, with video or pics. in certain instances gps location can be activated, etc. To a point of being a fully functioning texting app too. IT MUST BE COMPATIBLE ON IOS/DROID/WINPHONE/TABS/IPADS AND MAYBE BB. All graphic design ideas and logos will be the responsibility of the designer.

In the US the police, truckers, firemen etc use the phrase "What is your 20?" indicating a request for location. I need to create an app to accommodate the idea. It is to have all regular functions of a regular navigation application, voice, alternate routes etc. Hope fully I can explain the concept of my needs in a few steps, then bellow I will add a short conversation indicating what technology I would like to use, or any other ideas. The app can be turned on and off at will by either party. 5. The app is pertinently on to track location of user, ie. an employer to track location of employee, with alert when phone is turn off or goes dark. 6. Website users can create an account and add location and invite others to join web or add app to mobile device. (7. In addition it should have options to show and search for food establishments, fuel stations, lodging and coupons. I ALREADY HAVE THE DATABASES FOR THESE).
