Updating Google Contacts from Google Sheet

Hello,
I run a small B&B in Poland and keep track of my guests in a Google Sheet. When they call me, I'd like to see who they are and some basic information on their stay. I've made a spreadsheet pulling together all the relevant values and now I need someone to help me with pushing it into my phonebook.
Terms used:
1. Contact - guest with the relevant details
2. Sheet - Google Sheet [login to view URL]
3. Phonebook - my Google Contacts
Script should automatically sync data from the sheet:
1. Existing contacts should be updated in the phonebook
2. New contacts should be added to the phonebook and placed in a group
Sync should include:
1. New contacts added to the sheet
2. Contacts already existing in the sheet but changed either manually or by a function
Fields values in sheets can are imported and previously:
1. Manually inputed into the sheet
2. Imported from other sheets
3. Created or updated by formulas in the sheet
Watchouts:
1. If the contact is duplicated on the sheet, script should sync the version with the closest check-in date.
2. Changes are happening often and should be pushed every 15 minutes
3. Empty rows can be pre-populated by incomplete formulas waiting for input and should not be pushed to the phonebook
4. „+” needs to be added in front of all phone numbers prior to adding them to phonebook
