If you search the freelancer with best AS3 knowledge, I should be well within top 5 rank. Regarding the project, my last project is on GPS which I did in Flash Builder, using AS3. Yes the size constraint might be a problem, but it largely depends on the other assets on the banner. As far as, only the GPS and the welcome message is concerned, it won't take much space. Hello, I will gladly take care of this but please provide more details about the Flash banner and it's animations. Unfortunately geo location is not possible from flash itself, this is possible only within an air file or mobile app, for flash for web this will be possible by using a small php script that will communicate with the flash file.
