I mostly use python to implement such scrapers but since you also have a timer request and it's on Windows this time c# would be the finer choice. There'll be a simple GUI where you can set/unset the timers. And in return it'll utilize Windows Task Scheduler so that you don't have to keep the program open all the time. When the time comes task scheduler will initiate the process and the scraper will handle the rest. I can start immediately and expect to be done within 2 days at most. I've created 2 milestones. First one will be deposited at the start. When the scraper is ready I'll create a screencast for you running it.
