To begin with, the design process is inherently and inextricably linked with systems theory (i.e. the study of selecting these variables of a problem which set the problem solvable). In other words, the content designer cannot be an asset unless he/she collaborates with the UX/UI designers of your team. Hence, the more effectively these professionals communicate with each other, the more the user experience would skyrocket!
I also spent a few moments checking the UAE Government portal and two features caught my attention.
Firstly, this is a portal, and as such, it is addressed to everyone (i.e. the people living, working, visiting, and investing in the UAE). The amount of information involved is immense, and although this is not a bad thing, it's not taking place either effectively or efficiently. The architecture of the site needs to be reinvented from scratch. I am not, in any case, certain whether you are referring to this site, I am just trying to give you a glimpse of my strategy!
Secondly, I came across the portal's section titled "Content enhancement of Government. ae". People's participation is a great idea, which, I assume, remains lost and undermined in the site's labyrinth. In the survey involved three out of the five questions refer to the participant's personal information, while surveys should be anonymous. The other two questions just stress the importance of designing the appropriate content!
