I am Building Designer in Australia with over 14 years providing plan documentation and 3D render/walkthroughs for developers and builders. I've got a few years experience providing plans for NSW councils. Most councils in NSW will now use Complying Development which is an overall arching planning scheme that speeds up the approval process. I'd recommend going this way as the setbacks and lot provisions needed are fairly easy to understand. My bid price includes full work drawings for approval including (site plan, floor plan, elevations, section views, slab layout, bracing plan, electrical layout, floor covering plan, kitchen elevation and 3D views). It does not include any engineering needed so this will have to be provided by someone else, but I can provide the CAD files for them.
