This sounds like a pretty easy and fun project. If I understand correctly, you want to input a distance and have a stepper motor feed that length of wire. This is very common on 3D printer - if you don't have the drive mechanism for extruding the wire, you could use a 3D printer extruder depending on the size of the wire you want to push out. My price is to do the coding - I assume you have the parts. If I need to buy the parts and assemble them here then the price will be higher accordingly. All in all, quite easy and sounds like fun and I would be happy to work on it with you.
