App beacon detector at xamarin forms

Read it carefully I need an Android, iOS service that will be integrated to our existed app in xamarin forms that is will update. I already have a design for it. The project most include the next: * all the source code * all the rights to modify it and distribute * most work ant background without showing anything in the screen * if the user restart the phone the service most run again * most work with a the mobile locked and with the screen turned off * most detect the beacons in less that 1 second and and upgrade * each time that detect a new beacon or changes on it most run a function in our side (action) with the beacon information, all that you can provide, minimum GUID, mayor, minor, tx power, rssi, power * after our function was run, it return a string that if is is not bill or empty the content of the string will be write on a specific characteristic, (the characteristic and the service most be configurable) * all the time most continue detecting beacons * you most provide a project that you use to test your service it most be documented * we integrated it with our code with your help * you most test it before give it to us * we will test again but it don't be our work we do that to release the payment * we are looking for someone with all the experience to do it in the best way, very fast, maybe he has the code yet only need to be modified. *I think is work for 5 days
