Android - QR Code and Secure SQL interface

I am looking for a programmer to develop a program with these general characteristics for use on the Android Platform (you can specify the minimum requirements) Develop a protected (software key) SQL online server where upto 99 people can logon with a verified QR code. The db should be scalable for fields obvioulsly. Each record is to have a unique code. This code is to be printed on a small label that an operator (using an android phone with a secure unique key) can scan an automatically (or with logon) can access that particular record. Each record needs to be available ONLY to the phones which not only have the app on but also an unique softkey . Anybody else scanning the code should be denied access. The QR codes will be in the public domain so the system needs to be absolutly secure with access and data transfer. The operator would scan the code. That unique record is served to the operators phone. They can modify or update the record (only that record) and when they are finished the rescan the code to close it. In case of a non-closure, there should be the possibility to have setable time-out (e.g. 1 hour). The sql needs to also archive sound,video and text. We also need a web based GUI - server side to set up the operators and issue their unique softkey for their phone. The GUI can be basic and should have 3 levels, (Admin, mngr, operator) The fields on the SQL should be displayed depending on the access level. For the sake of testing, a common 5 or 6 fields (e.g. name, surname, date of birth, tel no, QR code, etc) can be used and we will develop the other fields ourselves. If a phone is misplaced we should be able to deny access from that phone through the GUI. The SQL server type is preferable MS but you can spec it as you feel comfortable with. We will provide you an ftp access to test the system if you need. All documentation in English (a short user manual will suffice). We will need to maintain full copyright to the source code once tested, accepted and paid for. Feel free to ask any questions :)
