The task is for just to redesign the layout and frame of buttons to make it more attractive and the news area to be more elegant. I estimated 30 minutes max. don't waste the time in redesign the icons.

Sample 1 and sample 2 are the current status. the problem that we face is that people don't feel that in the middle there are three buttons. We need to change the three main buttons to more indicative and visible and attractive. and the second problem we want to add access to information and news in an attractive way. this lower part which can be news and/or information about water (in the first case two columns: one news and one information and the headers will be clickable for the news listing and the information listing) like in sample 1 or just News with two buttons one for News list and the other for information list like in Sample 2.

for the buttons, I have added a better separation sample but this is just an idea. you can play with the background of the buttons or the buttons themselves. you can create a suggestion for sample 1 or a suggestion for sample 2. The winner will be the most attractive layout. so you can chose between sample 2 or sample 1 and do the variation that you like to make it more attractive.
